Does it come with bags?
No — it's the dispenser only. It's sized for standard poop bags, which you'll already have.

Will it fit my leash?
It clips on the way a small carabiner does, so it suits a standard leash handle or a D-ring. It also goes on a belt loop or a bag strap if you'd rather not hang it off the lead.

Is this for the used bag or the clean ones?
Clean ones. It carries and dispenses unused bags — it isn't a sealed container for waste.
